As far as I'm aware yes - I don't see how you could have elastics if there are no hooks to attach them to. I think they put these little hooks on when it's time to have elastics. Is this what you meant?

Gosh they're your top teeth before braces? They already look beautiful to me. I bet you only have them on a few months!!

As mentioned by tictac short teeth could be because they are covered by lots of gum so that could be an option to you to have the excess gum removed to reveal more of your teeth.
