As far as I'm aware yes - I don't see how you could have elastics if there are no hooks to attach them to. I think they put these little hooks on when it's time to have elastics. Is this what you meant?

I have actually gone down both routes - I had NHS braces when I was a teenager, but they didn't really do a proper job as they didn't make any attempt to correct my overbite, only gave me a retainer for my top teeth and only told me to wear it for a couple of months.
