Sounds normal to me. I remember telling the oral surgeon that I fear buying into an apple because I feel like my teeth would come out.

I would call your ortho. Chances are they will tell you to not turn it. But they may want you to go in to be sure that these things weren't negatively affecting your progress. They gave me a band with extra cement. I don't remember sanding it, and the assistant mentioned not wanting to damage it (it was brand new).
I did have to get it re-cemented when I started elastics because it became loose. But it has been fine the last two adjustments.
