Please don't waste your money. If you don't wear the retainer, you will increase the likelihood of your teeth moving. Please wear them. If you don't like the kind you have, try another type of retainer.

Yes, you can do a transfer. Just call your current doctor's office and tell them the issue. They will probably take pictures and everything before you go. As long as you are in good financial standing with the current office, you can find a new office to take over when you move.
