Herbst vs elastic

My son had braces on when he was 10 now that he is 13 and he needs to put braces back on. I went to check a few dentist and one of them said he doen's use elastics only Herbst. This apliance looks very unconfortable so my question is how much better is Herbst vs the traditional elastic?
Why would someone prefer Herbst instead of elastic.
