Changing ortho

Hi everyone,
I've had my linguals in for about 16 months now in my uppers and ceramic braces (for about 20 months) in my lowers.
My lower teeth are great. They quickly moved into place, despite having two baby teeth removed the gaps are closing nicely.
I'm just really unhappy about my upper teeth. They were straight to begin with but I was unhappy with the centre alignment not matching the bottom centre line. Now my teeth feel goofy! I have a big overbite and my lips don't shut properly!
I've paid pretty much for all of my treatment - I'm wondering what I can do to change ortho's. Legally can I get any money back for my upper teeth costs?
Or can I ask to see another orthodontist at the same practice?
What are my rights here?
My treatment estimate was 18-20 months. But now he's re-guestimated 36 months total! My teeth were in a better state than they are now!
I'm feeling pretty low about it, so would appreciate some advice
