Can Class 3 elastics move upper jaw forward.

I have an underbite and 18 years old. When I smile the upper teeth can barely be seen while the bottom are visible and protruded. If I get braces with elastics will it move my upper jaw/teeth forward creating a visible upper smile or will it only move the lower jaw back cause that will not fix the visibility of the upper teeth smile.

Yes, class 3 elastics are used to correct an underbite. They connect an upper back tooth to a lower front tooth. and I may be wrong but I think it is a combination of both the upper and lower jaws moving and aligning with each other.
