I just think some people don't think or just simply don't care what others think.
Once my dad did it in the living room while watching TV, but I guess I'd see that as a bit different since it's a family member and not some stranger in public.
From what I can remember, I've seen one stranger flossing in public (in public loos), which didn't really bother me... but when they brought the floss up to their nose to give it a sniff then pulled a funny face, I wasn't too impressed.
Yuck! Flossing in the steam room!

My younger daughter thinks nothing of walking around the house with her electric toothbrush in her mouth. I keep telling her to stay in the bathroom when she brushes her teeth, but she is one of these disorganized multi-taskers, who tries to do everything at once because she never has a plan.
But her excuse is that she's a teenager. The lady in the steam room is a grown woman.
The whole scenario of the lady flossing in the steam room reminds me of that old Steve Martin joke. A guy sitting next to him asks, "Mind if I smoke?" And Steve's reply is: "No, mind if I fart?"
