Overbite/overjet Extractions

When correcting an overbite/overjet (upper lateral incisors in an anterior position to the lower with protrusion) why would the orthodontist opt to extract 4 second bicuspids rather than just the 2 up top?

My understanding from talking to multiple orthodontists during consultations is that it is often done to maintain the "proper" Class I relationship between the canines, i.e., one in which each upper canine is one tooth behind the corresponding lower canine. That is, assuming you have a class I bite on both sides to begin with.
