If you're going through the treatment for the bottom braces you might as well get the top done while you're at it. I wouldn't worry about your teeth getting worse before they get better, you have braces on so its obvious you are fixing your teeth so people won't care what your teeth look like.

If you are happy cosmetically with your upper teeth then I would forgo braces on them. My guess as to why your chart says "upper if needed" is b/c in only bracing your lowers, it may affect how your molars line up. If your bite becomes uncomfortable or misaligned, the only way to fix that (probably) is braces on your uppers.

Maybe this was just my case, but i always heard my ortho tell her patients that braces should be both upper and lower, because any movement on either jaw affects the other because of the bite.
Also, depending on lig colors, people might not even notice them. >.> I had it happen to me.
If i were you i'd get uppers too, just to get things done in one go, instead of prolonging in the case uppers were needed.

I agree with Plumcore. That's what my orthodontist tells her patients too. I didn't think my bottom teeth were that bad compared to my uppers, but she thought otherwise. She knows better than I do.
