Purpose of Triangle elastics

What does a triangle configuration of elastics do. From the little research Ive seen it sounds like its supposed to pull on the tooth at the apex of the triangle? I have a upside down triangle on lateral incisor to canine on top down to the bottom canine. What Ive noticed is the opposite, its pulled the lateral incisor and canine down, the central incisor has gone from sitting slightly in front of my bottom teeth to slightly rotated and hitting my bottom teeth, meanwhile the brackets between the two central incisors arent lined up now, the central incisor thats slightly rotating is down lower then the other incisor and the arch wire is slanted down between the incisors. Its like now the teeth in the left half of my upper arch are lower then the other half. Im confused what the elastics are supposed to accomplish.

It sounds to me like they are using that configuration to close your bite in that particular area.
I'm wearing class II triangle elastics to move my front teeth back and also to close my bite on both sides.
