Bottom and upper teeth SARPE?

I have two questions:
1- has anyone had a sarpe done on the lower teeth as well as the upper? Primarily as an adult as I myself am now 30. Many people have had it done on the upper teeth only and it seems common and safe enough, but I don't hear much about the bottom teeth. The tongue is there and everything...just seems scary to me.
2- For someone without insurance is $10,000 enough to get procedures on both upper and bottom in NY?
Anyone who can answer even part of a question I would appreciate. This is very scary for me both on the surgical end of it and on the financial end of it as well.
