Progression, next step

Age 20, classified as genetic skeletal class III.
At age 15, bite was perfect. Now at age 20, my underbite has relapsed significantly.
Could this be possible hemimandibular/condylar hyperplasia? or maxiliary hypoplasia?

My current insurance does not cover orthognathic surgery at all. It would either have to be a medical exception through an appeal (UnitedHealthcare; their criteria is very harsh) or receiving an individual plan under another insurance plan ( I've heard Aetna is very good). Any suggestions?
