Step down bracket?

Dear Docs--At my last appointment I had mentioned to my ortho that a lower tooth was hitting the back of the upper tooth.He removed and repositioned a lower bracket and removed the big girl wire in order to "step down a little". He put back on a smaller wire and instructed me not to wear the elastics. I'm not sure what he meant by "step down", but I'm thinking my treatment has taken a "step back". I'm not one to get too worked up over my treatment, but I just thought the "finishing" wire and the elastics meant I was on my way to the end of the rainbow.
