Unbalance # of teeth or extraction?

HI-
I would like some opinions as to what is the better treatment option.

1. Is to get a Herpst device to realign my jaw with braces for an uneven number of teeth. One missing bicuspid on the lower and impacted tooth nexted to that on the lower.

OR

2. To get 3 more premolars extracted. Two on the upper...one being a crown tooth on top and one on the lower. I have only slight crowding with 4mm overjet. Will the orthodontist be able to close such big gaps in my mouth when I don't have a lot of crowding in the first place?
