It's been nearly 4 months since my braces were suddenly removed. The front of my teeth still feel rough and uneven. The color is still strongly yellow hued. My front cap is still the same white color that it was when put on.
What can I do about the roughness? The yellow stains?

The dentist can certainly polish off any left over glue. Not to mention a good cleaning will brighten them up as well.

I would say it is probably normal for someone who's not been to the dentist for a good cleaning.
I would buy whitening toothpaste to see if I could get some of that staining to lighten up.
You could get whitening strips, BUT keep in mind they will not change the color of the cap so you would have to be VERY careful that you don't whiten the rest of your teeth to a different shade.
Try the cheepest route first, whitening toothpaste. Give it a good month of 2x per day brushing and see how that goes.
Also, check out the cost of a dental cleaning in your area. My dentist charges $120 for this...not sure if that's too pricy for you at this time or not.

I've been using whitening toothpaste for years with apparently no effect. When I had my cap put on 3 years ago, I was told it was the lightest shade they had, so my teeth WERE white pre-braces. My teeth just feel so icky and gross still. I'm afraid the enmal was sanded off them so I've been scared to try whitening strips.

Remembering back a lot of years, I think I had the same issue. Are you able to go back to your dentist to explain your concerns and ask for them to polish your teeth again?
I am pretty sure that even if you have had some enamel removed, it will not automatically be rough. I've had a tooth shortened by having enamel filed down and that tooth is smooth.
