Hi on my gaps at the top - i have a small plastic tube across the wire but do not seem to have this on the gaps at the bottom.
And the wire at the bottom seems to be really cutting my tongue.
Does anyone know what the plastic is for? And should i have this at the bottom as well.

What brand do you have? Any temporary teeth filling the gaps? Are both top and bottom linguals?
I don't have any plastic covers over any gaps (incognito/IBraces), and ceramic on the bottom, but I might have different issues / brace to you.
Let your ortho know if you are having problems with rubbing, they may well be able to put plastic covers on the bottom or if not at least explain why it's not appropriate, or they might be able to do something else to relieve the rubbing.
