If you are getting ceramic braces, then yes I would whiten before your braces are applied. Ceramic braces look a lot better on whiten teeth, and make them less noticeable.
If you are getting metal braces then I say no. It's pointless in my opinion. I would just wait to whiten after your braces are removed.
I agree with Megan. If you're going to be getting ceramic, it is probably not a bad idea. I whitened mine (not professional - just using white strips) in the weeks leading up to getting braces to be sure my sapphire brackets would look their best.
I think I recall reading that having your teeth whitened before having your braces, especially soon before, can have an impact on bonding and whether your brackets are likely to pop off.

Wow. Do you remember where you may have read this. I will be sure to ask the ortho if this is true.
