Is it normal to wait this long for surgery?

Is it normal to wait this long for surgery?
My orthodontist said I should be ready for jaw surgery in early 2017, although by that time I would have worn braces for around 30 months. Is it normal to have to wait that long for the surgery?

I had braces on for 3 years before my double jaw surgery. I had pretty severe vampire teeth.
